Who has to implement the EUDR Regulation?
The EU Deforestation Regulation (EUDR) applies to a wide range of companies involved in trade within the EU. It affects not only large multinational corporations, but also small and medium-sized enterprises (SMEs) and smaller traders if their products pose a deforestation risk. The EUDR therefore goes beyond traditional commodity producers and also covers companies that trade in potentially deforestation-relevant goods such as food, wood products and certain biofuels.
All companies that place products such as palm oil, soy, wood, coffee, rubber or cocoa and products made from them, such as chocolate or furniture, on the EU market are obliged to comply with the regulation. The focus here is on transparency throughout the entire supply chain. This means that companies are responsible for the deforestation-free origin of their goods at all stages of trade and must fulfill comprehensive due diligence obligations.
Important change: EUDR postponed by one year
The implementation of the EUDR law (European Union Deforestation Regulation) has been officially postponed by 12 months.
The start of application has been postponed to the following days:
- Large and medium-sized enterprises: Start on December 30, 2025
- Micro and small enterprises: Start on June 30, 2026

The postponement does not mean that preparation for the regulation should be postponed. Rather, it offers a valuable opportunity to test processes and fully comply with all requirements. Companies that start now secure a head start and are already on a secure footing when the regulation comes into force.
When do the EUDR measures have to be prepared and implemented?
The EU Deforestation Regulation officially came into force on June 29, 2023. However, there are different deadlines for the companies affected, depending on the size of the company:
- Large companies must fully implement the EUDR requirements by December 30, 2025. They are obliged to fulfill comprehensive due diligence obligations, provide detailed information about their supply chains and submit regular reports on compliance with the regulation.
- Small and medium-sized enterprises (SMEs) have a longer transition period. For them, the deadline is June 30, 2026. SMEs must also comply with due diligence obligations, but the requirements are often less extensive in order to cope with the administrative burden in relation to the size of the company.
Once these deadlines have expired, the companies concerned must prove that their products are deforestation-free and do not contribute to deforestation or forest degradation. This poses a wide range of challenges that companies must meet due to the strict regulations. Companies that do not comply with the regulations must expect far-reaching sanctions.
5 steps to EUDR preparation & implementation
Strictly speaking, the first step has already been completed: You have informed yourself about the EUDR and know all the relevant deadlines. You should also be able to determine whether you are affected by the EUDR as a supplier or manufacturer of a product.
